IS 8451 and IS 8433: gas cylinder retest intervals in India

Gas cylinders in India are requalified under IS 8451 for seamless steel and IS 8433 for dissolved acetylene. Group practice is a 5-year cycle for compressed gases and 2 years for acetylene, with the statutory interval set by the Gas Cylinders Rules 2016. An overdue cylinder must not be filled.

The question, and the honest answer

How often does a gas cylinder need to be retested?

Five years for compressed gases. Two years for dissolved acetylene. That is the practice at our own filling works and it is the right answer in the overwhelming majority of cases.

The complete answer is that the interval binding you is set by the Gas Cylinders Rules, 2016 and by the conditions attached to the relevant PESO licence, and those are what an inspector will hold you to. Where a licence condition, a customer specification and general practice disagree, the shortest interval wins. Confirm yours rather than working from a figure on a web page — including this one.

Which standard applies

IS 8451:2018 — periodic inspection of seamless steel cylinders, as a code of practice. This covers oxygen, nitrogen, argon, hydrogen, carbon dioxide, nitrous oxide and helium: everything in a cylinder built to IS 7285.

IS 8433:2017 — periodic inspection and maintenance of dissolved acetylene cylinders. A separate standard for a different object.

Running alongside them, at a different interval, is the inspection carried out every time a cylinder is filled: IS 16050:2020 in general, and IS 16271:2014 for acetylene, which is explicitly excluded from IS 16050. These are not the same thing as requalification and do not extend it. A cylinder can pass its fill inspection every month and still fall due for its five-year examination.

Why acetylene is different

An acetylene cylinder is not a tank of compressed gas. It is a steel shell packed with a solid porous mass, charged with acetone, in which the acetylene is dissolved. That construction is what stops acetylene decomposing explosively under pressure — which it will do with no oxidant present at all.

Two things degrade with service, and neither is visible from outside:

  • The porous mass settles, shrinks and cracks. Voids inside the mass are exactly the free space that acetylene must not have.
  • The acetone charge depletes. Acetone is lost through normal withdrawal, and more quickly if the cylinder is over-drawn or laid down.

A hydrostatic test tells you nothing about either. IS 8433 exists to examine them, on a cycle short enough to catch degradation before it matters. That is the whole reason acetylene runs at two years while everything else runs at five.

Reading the cylinder

Everything you need is stamped on the shoulder — not painted, not on a label, because paint and labels do not survive a decade in a workshop:

  • The specification the cylinder was built to
  • Water capacity and tare weight
  • Working pressure and test pressure
  • The date of the last test, and the testing station’s mark

If you cannot read the stamping, you do not know what you are holding. Treat the cylinder as unverified and send it back.

Note what the stamping does not tell you: what gas is in it now. That is the label and the fill record. And colour is the third check, never the first — oxygen and carbon dioxide share a black body under IS 4379.

What requalification involves

For a compressed-gas cylinder under IS 8451: external examination for corrosion, dents, gouges and fire damage; internal examination; a pressure test; valve inspection; and re-stamping with the new date on passing. Cylinders that fail are condemned and destroyed rather than quietly returned to service — a cylinder that failed a test and reappeared in circulation is the failure mode the whole system exists to prevent.

For acetylene under IS 8433, the examination extends to the porous mass and the acetone charge. Different checks, different equipment, and not something an ordinary cylinder testing station can do as a sideline.

The trap: cylinders age in storage

This is the one that costs sites money, and it catches careful operations rather than careless ones.

A cylinder falls due on the calendar, not on use. A full cylinder held as buffer stock, standing untouched in a store for three years, is three years closer to its retest date than when it arrived. Sites holding safety stock — hospitals, remote plants, anyone who cannot afford to run out — routinely discover a rack of full cylinders that have gone overdue where they stand and now cannot lawfully be used.

Two practical defences:

  1. Rotate stock. First in, first out, like any other dated inventory.
  2. Keep a register. Serial number against test date, checked on a schedule. Above a handful of cylinders, a visual check at the point of use is not a system.

Whose responsibility

Both parties, and the split is worth being clear about.

The filler must not fill an overdue cylinder. A supplier who checks properly catches it at refill, which is the main safety net for customers without their own records.

But a cylinder on your site is in your safety case, and between refills nobody else is looking at it. That is where the storage trap bites, and it is not a gap the supplier can close for you.

How often does a gas cylinder need to be retested in India?

Why is acetylene on a shorter cycle than everything else?

Because the things that go wrong with an acetylene cylinder are not things a pressure test on an ordinary cylinder would find. The porous mass settles, shrinks and cracks; the acetone charge is depleted by normal use. Both degrade the protection that stops acetylene decomposing inside the cylinder, and neither is visible from outside. IS 8433 exists to check those, which is why it is a separate standard from IS 8451.

Where do I find the test date on a cylinder?

Stamped on the cylinder shoulder, along with the specification it was built to, its water capacity, tare weight, and working and test pressures. It is stamped rather than painted or labelled precisely because paint and labels do not survive years of service. If you cannot read the stamping, treat the cylinder as unverified.

What actually happens at requalification?

No. An overdue cylinder must not be filled, and a full one that has gone overdue in storage should be returned to the supplier rather than used. This is a common and expensive surprise on sites that hold buffer stock — cylinders age on the calendar, not on how much gas is left in them.

Who is responsible for keeping track — us or the supplier?

In practice, both. The filler must not fill an overdue cylinder, so a good supplier catches it at refill. But a cylinder sitting on your site between refills is on your premises and in your safety case. Any site holding more than a handful of cylinders needs a record of serial numbers and test dates rather than a visual check at the point of use.

Does inspection at filling replace periodic testing?

No, they are different checks at different intervals. IS 16050 covers what a filler inspects every time a cylinder is filled — with acetylene handled separately under IS 16271. Periodic requalification under IS 8451 or IS 8433 is the multi-year examination. Passing the first does not extend the second.
